blacks and whites, yet the amount of arrests, convictions, and sentences (both amount and length) are not?

What is a crime is completely bastardized now, so its racial bias is self fulfilling, and then it is used to "correct" for the biased data, which people like you use constantly to prove it is a black problem and not a systemic problem.
