confined ballots (meaning they claimed to be too incapacitated to vote in person) but ID was not checked as it should have been. So, we can say no fraud was found, but if we are not looking or checking, how do we know?

The best way to fight fraud is not to check for it after the fact but to set up systems that prevent it. Picture ID is a great way of doing that. And there can really be no rational argument against it other than wanting fraud to occur. ID's are available, the are used for numerous other things and they are a best means of making sure the voter is who they say they are.
