Do you know how much time the staff spends recruiting? Do you know how many contacts they make per day? Is it significantly less than other programs? If you're going to keep spitting that line you need to give some proof to back it up. Just because he doesn't get the bigger recruits doesn't automatically mean he isn't trying as you suggest.
