I think he did after the very first season at MU

I think he felt he was going to have to live with the unanswered question of whether he could have succeeded as MU's coach when he was at Warrensburg. Then after that first season I think he unfortunately knew conclusively he couldn't possibly do it, and simply mailed it in for 2 more years. Contrary to the way it appeared I don't think he had any malicious intent to the program, but for whatever reason he simply wouldn't quit when that uncomfortable truth became evident.
If he had stayed at CMSU he had a good thing going and would have completed his career a local legend and with a subset of fans who would have always believed he should have followed Norm.
