Judicial review wasn't established in the Constitution, but rather 14 years later by Justice Marshall in his opinion in Marbury v. Madison.

So, your statement about what the founders thought was necessary (i.e. judicial review of the constitutionality of laws) is not just factually incorrect but factually impossible.
