branches of government. The vast number of laws passed are clearly within those boundaries. But yes, a renegade congress could do that. But then the people would have a chance not only to pursue remedy through the courts but also to vote out those renegade representatives. And an Executive Branch representative would need to sign onto it as well. The separation of powers is there for this reason.
