It's impossible. Decriminalizing it doesn't mean there aren't legal consequences. So your whole point about "if there are no legal consequences...." is dumb as hell because there are.

As for your hypothetical, if someone is snorting a line, it is in their possession. You don't have to be holding something to be possessing it.
