expose innocent bystanders to the threat of infection exhaled from the lungs and upper respiratory system of the person. Both can be prevented or substantially mitigated with a simple, non-invasive, painless act. Both significantly reduce the risk of infecting others at minimal cost to the actor.

They are morally indistinguishable.
