I can think of only a few reasons people should feel compelled to wear a mask

1. Very high outbreak area
2. If you feel you may have been exposed or tested negative, or have symptoms
3. Around a lot of potentially high risk people
4. In a very crowded space (likely a mask will not even work there anyways)
5. A somewhat confined place where you may be there for an extended period of time during a medium outbreak or similar

Instead, in many cases, people feel using a masks (only partially effective anyways) to break all of the other rules.

If you are in a high risk category, put yourself in an appropriate position.
