will get complaints everywhere but I suspect a disproportionate number come from high crime areas. If a cop issuing me a speeding ticket is rude to me what does filling a complaint get me? But if he arrested me for possession and I claim he inappropriately touched me there might be something in it for me.
Most interactions people have with police are not wanted. Even if I call them out it usually means something bad has happened to me. If I get pulled over for speeding on my way to work I am already piśśed before the cop even gets to my car. There are a lot of spiteful people out there that will file a complaint just to relate for the cop doing his job.
It would be interesting to know what percentage of police complaints are completely bogus. And just like anything else the bogus complaints suck up time and resources that should be focused on valid complaints.
