The primary issue in the PAC XII has been its TV deal. I have heard the ASU AD say as much in interviews. However, he followed up by saying he expected that problem to be worked out in time.
My suspicion is this board does not generally recognize and appreciate (1) the strong cultural ties between the Arizona schools and Colorado with California and (2) the importance to the Arizona schools and Colorado of being associated with academically elite California schools.
There is very substantial population and business migration from California into Arizona and a number of Arizona folks spend a lot of the summer in the San Diego area. The economic ties between Arizona and the Big XII area pale in comparison to its ties with California.
Colorado has more alums in California than any other state except Colorado and I suspect the same is true for both ASU and UofA. When the move of Texas, Tech, OU and Ostate was proposed several years ago, Colorado officials publicly said why would we take those lesser academic schools (UT excepted) after have spent years trying to escape from them.
Finally, for what its worth the Pac XII Presidents rejected the move to four sixteen team super conferences the last time that was seriously proposed despite being told it would likely produce more money for their athletic departments.
Bear in mind that college football is not the be all, end all at the Arizona schools and Colorado that it is at some SEC schools.
