has been to err on the side of caution shutting things down initially until we can get better testing and better data. Once that information is available, roll out targeted mitigation strategies to start to loosen up the lockdown.
Just blindly sending everyone back to work is not a strategy. If we were going to do that, we might as well have never started this process in the first place.
