Mueller was a special counsel, not "independent" in any sense from DOJ supervision. It was Steele's narrative that Obama's FBI and DOJ turned into the Crossfire Hurricane investigation and used to spy on Trump and his campaign. The CHI was handed off to Mueller upon his appointment, so it was natural for Steele to cooperate. He and Mueller were allies in the coup against Trump.

Now, four years after Steele composed his story for Hillary's use it is no mystery why he would refuse to cooperate with Durham. He has nothing more to sell and his freedom to lose.
