President does something if the President THINKS it is the best interest of the country then he cannot be impeached for it. In Trump's mind his reelection is in the best interest of the country. Thus he can bribe foreigners into providing election interference and he can disregard the Impoundment Act since those things help benefit his reelection.

Essentially the arguments are that Trump is a monarch/dictator, he can do whatever the F he wants.
