if they are not inherently "good" or "cooperative". Man is an animal, and has many base and selfish, instinctual motives. Acting in self-interest eventually conflicts with the self-interests of another. That is when a person or group has to decide on fight, flight, or cooperation. It doesn't take a school or church to teach people that a bloody nose or worse is a very desperate and foolish solution for beings with a high sense of self-preservation.
Cooperation is not inherent, it is a method of self-preservation, a tool of self-interest.
