a properly predicated opening. although Durham put his well-enarned reputation on the line and said even that isn't accurate and Durham has a far broader scope and much more investigative power.
but for the sake of argument, I'll give you that it was opened w/o bias. the IG's report doesn't say that it continued w/o bias. in fact, it says it can't be ruled out b/c he got unsatisfactory answers to WHY all the errors occurred.
