must have misread your thread...thought u meant not providing a service "in general"

It is tough to tell what the private sector would do if there were no federal regulations around parental leave. I would guess there would be some sort of compensation that would be the market norm....just like there has become a market norm for the percent of health insurance covered by the company vs the employee...with the desire that the employee returns to work after the leave.
