The likely fact is that Hunter Biden was hired for that purpose. If you put the USVP's son on the Board, then you've got political allies to stop the investigation that started before he got there. He doesn't even have to do anything, his presence is probably enough.

But, the other side of your argument isn't necessarily true. You can have an investigation that serves not to convict or clear up the corruption, but to profit from it. In fact, that's what you're accusing the Dems of - conducting a sham investigation for PR purposes with the election.
