Not only is it not true, but it violates common sense.

I was told by an insider at that time that we had been offered junior membership and we asked to think about it. Big 10 then offered the Nubs, who accepted the junior membership offer immediately. My speculation is that the Big 10 wanted immediate acceptance and enthusiasm, which they did not get.

Maryland and Rutgers happened much later when they expanded again.

The whole thing worked out much better for us.
