1) a reputation as a consistently average program vs a top tier program

2) poor administrative support and decision making

3) very poor support from state government

4) no real rivalries to get fans excited

In short, a really good coach could make a name for himself but it will be a real challenge and it has to prove sustainable over 5 to 10 years in order to change a perception that has been built over the decades. Merely changing conferences did not change the reality.
