overwhelmingly voted for Missouri to remain in the Union, Governor Claiborne Jackson led a “rump” assembly who voted to secede and established the Missouri state capitol in Neosho, then skedaddled for Texas after Union forces captured that town.
Missouri secessionists in that rump state assembly established the Missouri State Guard that fought alongside Confederate forces for the duration of the war.
Missouri was indeed the 12th Star on the Battle Flag of the Confederacy, but was not on the famous “Star and Bars” national flag of the CSA. The battle flag was incorporated on the second national CSA flag of 1863, so Missouri was finally represented on the national flag.
The Missouri state government was established by that convention during the war and it’s legitimacy was questionable because there were no public elections. Missouri had two dubiously legal state governments during the war and neither were elected by all of the people of the state.
To say that Missouri never left the Union was borne out because Missouri never had to be readmitted to the Union during reconstruction. But it is also true that a state government of Missouri seceded from the Union.
Winners write history, but the truth is much murkier.
