Missouri was a border state.
Over 100,000 men from Missouri joined the Union army and fought to preserve the union. Records for the CSA were not as accurate, considering so many Missourians joined irregular and guerrilla outfits and fought for the state of Missouri to secede. Estimates range anywhere from 40,000 to 60,000 Missourians fought for the Confederacy.
There were more battles, skirmishes, and other armed conflicts in Missouri than any other state except Virginia and Tennessee.
Those are not the actions of neutrality.
