giving all your House seats to one party. CA and NY fit the bill. What dead red state is there with high population? Once upon a time, the answer would have been Texas, but in short order that will be a blue state. GA? Nope. FL? Nope. Basically, there are no high population, dead red states any more. So, all the podunk rural states in the country can band together and it still won't mean ****.
