It is based on resources of the defendant.

He suggested it be around flight risks..that is a big change

He also seemed to suggest that liberty (being free) be the starting point vs jail during the trial time


I have no idea what ummm is an expert in, but I get the idea he would rather have people with more expertise in a subject come up with the best solutions...and that it not be a one size fits all solution....and if he is not the expert, maybe he does not feel the need to give you a complete rundown of his solution.
Maybe try to actually read and comprehend his approach now and then.
