Yes, it is a play that usually gets called a block, but it is a complete travesty of the rules by most refs. Refs, and most fans, still often go back to the old idea of whether or not a guy was set and that is not in the rules. Backpeddling in front of the ball handler is a legal guarding position. It should have been a charge. The idea with them calling games tighter is to open up offense yes, but the even bigger point they don't talk about much is reducing contact/"rough play" and the best way to stop that is to quit rewarding offensive players for charging into a crowded lane.
