One of my siblings has lived in france and england for the last 25 years. Supplemental insurance is typically purchased by folks with health conditions that require significant care. In my siblings case, they purchased SI when diagnosed with cancer. That allowed them to seek treatment with specific doctors and hospitals. It also granted access to treatment options not yet funded by the social system.

The laundry list you posted looks like a general rider for any kind of policy.
