It’s been a week since crews broke ground for the new $73 million border wall being constructed along a 20-mile stretch of the U.S.-Mexico border near Santa Teresa, N.M., west of El Paso.

What's being erected will be similar to the 18-foot tall steel bollard barrier installed between Sunland Park, N.M., and Anapra, one of the poorest communities in Juárez last year.



Aaron Hull, Chief Patrol Agent of the U.S. Border Patrol in El Paso sector, last week said the agency is very pleased with the outcome of that 1.3-mile section of bollard wall between Sunland Park and Anapra, saying it's durable and has reduced illegal crossings in the area.

The bollards will be between 18 feet and 30 feet tall with a 5-foot anti-climbing plate. They will be embedded about six feet into the ground with another 2 feet of concrete underneath that, Hull said.

But is it a wall or a fence?
Whether the structure is a wall or a fence remains a topic of debate.

Hull said the new barrier is described as a wall because "it’s a very serious structure."

Retired Border Patrol sector chief Victor Manjarrez Jr., an associate director of the Center for Law and Human Behavior at the University of Texas at El Paso, said the terminology is influenced by politics.

"They are referring to it as a wall, I’m used to calling it a barrier," said Manjarrez, who retired from the Border Patrol in 2011 after more than 20 years of service. "But all terms are politicized, depending on who the administration is."

For example, under President Bill Clinton's administration when the Border Patrol started first building barriers in San Diego, it was acceptable to call it a wall, Manjarrez said. Then when President George W. Bush came into office, the term "wall" was not accepted anymore and instead it was called a barrier, he said.

"Now we have a president who calls it a wall all the time. On that, I'm sure the people at CBP are paying attention saying, hey, the president is calling it a wall, we are going to call it a wall," he said.

“This is taxpayer funded. We have been given resources by congress through the president’s support to construct this border wall.”

During the press conference during last week's groundbreaking, Hull mostly referred to the project as the president's wall, sometimes calling it "fence" but quickly correcting himself.

"It’s very much a wall and we are going to use it to stop illegal entries," he said.

Hull said his agency took a look at the prototypes of the border wall recently built in San Diego, but decided to use the same model of the bollard wall that was installed last year in Sunland Park. The metal barrier was part of the 2006 Secure Fence Act signed by Bush.

"It works for us and it’s what we are going to put out here for the next 20 miles,” he said.

Who's paying for it?
During his campaign for office, President Donald Trump promised Mexico was going to pay for the "beautiful wall" he was going to build along the border. Mexican officials have said they will not pay for it.

As construction begins, Border Patrol officials said it will be paid with taxpayer money.

Border Patrol officials in El Paso said the $73 million for the 20-mile section of Trump's border wall will come from funds from the Department of Homeland Security.

“This is taxpayer funded,” Hull said. "We have been given resources by Congress through the president’s support to construct this border wall."

Last year, Congress passed an omnibus bill that included the allocation of $341.2 million to replace about 40 miles of existing pedestrian and vehicle border fencing "using previously deployed and operationally effective designs, such as currently deployed steel bollard designs, that prioritize agent safety; and to add gates to existing barriers."

Trump signed the bill into law on May 5, 2017.

Barnard Construction, of Montana, is in charge of carrying out the project, which is expected to be completed in May 2019.

What is 'the wall' replacing?
The new wall now being erected in the area is replacing some metal posts, about 4-feet tall, that mostly served as a barrier for vehicles.

Manjarrez, who served as Border Patrol Chief in El Paso when construction of fencing along the El Paso-Juárez began in 2006, said that at the time, there was already a need to install some type of barrier in the Santa Teresa area to stop pedestrians from crossing illegally into the United States.

The area was known to be problematic with illegal immigration and drug smuggling, he said.

The 18-foot-tall fence in El Paso is made of corrugated metal in some areas and metal mesh in others.

“After retiring and talking to the people, it's still an issue. May be the narcotics not as high, but certainly with illegal immigration.”

During Manjarrez's tenure as the El Paso sector chief, some of the chain link fence along the Paso del Norte Bridge to the New Mexico state line was replaced with a sturdier barrier to stop undocumented immigrants from crossing into the Unites States.

"After retiring and talking to the people, it's still an issue. Maybe the narcotics not as high, but certainly with illegal immigration," Manjarrez said.

At the time, he wanted to build the barrier beyond Santa Teresa, but the funding was not available, Manjarrez said.

"I’m glad they are doing it now," he said.

The U.S. Border Patrol's budget has quadrupled in the last 20 years, according to official documents. It increased from $717.4 million in 1997 to $3.8 billion in 2017.

Are apprehensions up or down?
Border Patrol officials in El Paso said they keep experiencing a high number of apprehensions of undocumented immigrants and drug smuggling.

While the numbers fluctuate from year to year, apprehensions in the Border Patrol’s El Paso sector, which includes El Paso County and New Mexico, have decreased nearly 67 percent the past decade.

In fiscal year 2017, the sector reported 25,193 apprehensions compared to 75,454 in 2007, according to CBP reports.
