I think he/she is just pointing out that while the person is technically not "unemployed", the person is not actually not "fully employed" at any one job the way we once thought of it. Folks are now working 2 part-time jobs to fulfill their needs. I don't know why he/she thinks that's not dignified - I think the person working two jobs to make ends meet beats someone trying to game the system any day.
