I worked for a Federal Agency regulating a highly technical industry. Our HR dept. struggled to find qualified minorities and women. They typically settled for unqualified individuals. These hires, we called them 'upwardly mobile hires' received titles and drew salaries just like everyone else, but only in a few cases did we find individuals who could pull their weight. Those who did were highly valued and quickly advanced and were promoted. We gave up hope on the others that they would ever contribute. Busy work was found for them in the regional office and they never contributed to the actual work of the agency.
