#1. Regulation is pretty much a tax in the form of higher costs passed on to consumers in the form of the costs added to meet the regulatinos.

#2. Lack of competition drives prices up.

The one possible pro is that more (?) people are covered? I suppose that could be a positive (to the people that are now covered) but it's certainly at the expense of those who were already covered paying higher prices. Whether this is a pro or not I suppose is a moral question.

Are there more people covered even?
