You are a loon if you think a officer shouldn't stop someone for being in the middle of the street if a vehicle hit him personal injury might occur to the driver or any occupants. Or the Person in the street could be drunk, mentally unstable or have Dementia etc.

The officer had to find out why he was in he street for a variety of reason.
