"I am completely against employing various trade barriers (i.e. tariff war) as a tactic to move towards free trade. I think it is a horrible tactic as it creates mis-trust between the parties negotiating. Additionally, hundreds of trade agreements have been made without a pre-agreement escalation."

The RETALIATORY tariffs are an attempt by Trump to remove trade barriers imposed by other countries. The steel tariff is not. The steel tariff is protectionist (and not 'a tactic to move towards free trade')

Please stop mixing metaphors, OK? The RETALIATORY tariffs are 'a tactic to move towards free trade'
