throughout history, and many today, it was not. Do North Koreans have ownership of their life and property? Do most present day Africans? Where was there evidence of these Natural Rights in mideval Europe? I doubt the serfs or their lords would have agreed with your view.
Animals, and man is an animal, cannot just turn their natures off and on. A fish cannot just decide it is going to live on land today, tigers cannot become herbivores. If natural rights are actually in our nature then there would always be evidence of them.
Natural Rights are a man made construct just like government and religion. And just like governments and religions those rights change and adapt to the needs of their cultures.
