income & offshore assets....for that matter, you don't apparently don't understand the difference between US income & non-US income.

Manafort was a US citizen - his income from foreign sources, was subject to US income tax in the year earned. This was US sourced income, paid by foreign sources (but derived in the US, for work done from his US office.)
