What it does is make it easier for transfers to go where they want.

Coaches can no longer block transfers.

But transfers still have to sit out a year, which will remain the primary deterrent against guys leaving.

The block on transfers isn't what kept players from leaving before. It just gave coaches the ability to penalize the player and prevent him from going where he wanted.
