ion then he needs to present the evidence he has gathered so far to Rosenstein and let Rosenstein determine whether or not there is enough evidence to continue the investigation, or whether they have reached a point where it appears that there is no evidence of it, or not enough to suggest that they will be successful in finding such evidence to spend the time and resources to continue the investigation.
