r is focusing on what the investigation was about or whether he's just engaging in a broad based "let's see if we can find any illegal activity by anybody associated with Trump or his campaign witch hunt."
So far, after 9 or 10 months of Mueller with his all star team of 18 prosecutors and dozens of detectives on the case, no evidence that there was any collusion between the Trump campaign and Russian operatives.
It is a valid question for Rosenstein to ask at this point whether Mueller has hit a dead end in this quest to find Russian collusion with the Trump campaign in the 2016 election. If there is no evidence of it & there is not likely to be evidence of it, then pull the plug on the investigation and get on with it.
If there is evidence of it, then Mueller should show it to Rosenstein and continue on if necessary to further document this collusion.
