I don't think anyone begrudges him accepting the opportunity, and once it was offered he absolutely was within his right to try and create a program.

But once he realized he couldn't do it and he was in way over his head and detrimentally impacting the program long term, he should have resigned rather than just continuing to collect a check to the program's detriment.
