Tuition is a business expense for the student

Most pay tuition in order to receive higher wages in the future. The higher wages will be taxable.
So if you put the student in the same tax position they would have been in if the employer would have paid them a higher wage in lieu of the reimbursement (by taxing the reimbursement), then the tuition should be tax deductible as a business expense.
The timing is messy, but the concept seems applicable to me. Do you agree if wages are taxable, then tuition spent to obtain those wages should be deductible.
