try and smoke out Kim Jong Un or Iran. The military leaders might want to see how they react to his threat. Maybe they'll move some military equipment or personnel & that will help with the targeting.

Or maybe it is part of his apparent strategy of seeming to be somewhat unhinged and unpredictable. That can strengthen one's bargaining position... or to win (or lose) a game of chicken.
