measures to counter them would have been required-it's not like we could have surrounded the island and waited. It will always be debatable as to whether or not the bombing was the "most efficient" means, but saying it's a myth is not accurate either.
The future plans of the Japanese included the most advanced bacterial warfare capability in the world and started with an attack via submarines on San Diego in the fall of 1945. Even had we known of that plan, it is believed we would have been hard pressed to counter the attack. Another little historical note is that while the Japanese leaders may have well considered surrender the people were not of that thinking and until the A bomb were ready to fight to the death. Again, debatable as to effiency, but hardly myth.
