With all due respect, investigative processes are not for public preview. If normal protocol is the same today as when I was an AUSA then the simple version of how CID becomes involved is as follows:

Information is provided to CID for purposes of determining whether a basis for a criminal investigation exists. That information might originate from the IRS Audit division, other law enforcement or an informant. After preliminary review, CID would either proceed with an investigation or decline based on their findings that criminal investigation is not warranted based on available information- that sounds like the step they are presently doing. It is important to note that their involvement may not be directly related to Trump, but one of the other persons associated with him. Regardless, if in fact a referral has been initiated and it is based on information uncovered by IRS audit or Treasury's Office of Intelligence and Analysis someone is in for a long ride.
