South Carolina tried negotiating and paying for the property and the fed gvmt refused to entertain any discussion. Once the state, which is a sovereign country, seceded, the federal gvmt was an occupying force. Lincoln also promised to not send warships, but of course did so anyway, hoping to force the south to engage it and win the backing of the populace.
