typically, it hinges on the definition of "solution. "

Amputation below the knee, can solve that nasty problem of athletes foot.

That is one solution to that very very narrowly defined problem.

There may be better solutions. There may be less expensive solutions. There may be quicker solutions.

Often, when there are multiple potential solutions, they can be implemented in tandem to solve the issue more quickly, or less expensive believe that either would do standing alone.
