pre-existing conditions implies they are no longer "insurance" companies at all.

They are payers, mandated by govt to assist people financial using the funds they get from the premiums of others who are healthy and also mandated to be insured.

There is no free lunch, there is no benevolence nor moral platform for this, it's just a policy maneuver of having one large entity obscure the costs and spread them to other people.

no policy comment offered, but let's be honest about what "insurance" is and what forced distribution on health care costs by govt mandate is.
