stop the kid from painting it. They did not censure him/her for doing so. They did not stop them from displaying it on private property.

They simply said that the Capitol is not the correct forum for it. That is not a violation of free speech in any way. Unless you are clueless enough to believe that you have the right to display anything you wish anywhere you wish.
