The walls of the Capitol building is not the location for a painting that is demeaning to any group of people.

If they want to hang it in a private gallery or even in their private offices (still highly questionable) then they are welcome to. That makes it a private statement which they are welcome to express. But putting it in the halls of the Capitol makes it a public statement with the tacit endorsement of Congress. That is in no way acceptable.
