simply due to very irresponsible lifestyle and personal decisions that any sane person should know are deleterious. Over drinking, over smoking, drugs and especially over eating lousy food.
One of my solutions is to put that person at the bottom of the list for care, and put the people with mental and physical problems, thru no fault of their own, at the top of the list.
But today, personal actions often have no accountability. One of the many problems in society now. And none of my recommendations will ever happen, as waste and fraud continue.
