Something like 5% of the people in this country consume 55% of the health insurance dollars. They create a drag on any program where they are included in the insured.
So we should look into giving them Medicaid instead, even though they might not otherwise qualify. This will be tough for a while because the number of Baby Boomers moving on from Medicare to Medicaid for nursing home stays will increase signficantly in the next twenty years at the same time.
However, once you remove the 5% using half of the services, you can shrink premiums, encouraging the young to buy coverage offsetting the larger costs of the older people with coverage, as was originally intended.
