the senate the VP sans and delegate vote would cause some major upheaval... hopefully not riots & civil unrest, but I think it would be very hard to sell to much of the populace.

I imagine it would cause a constitutional crisis as well, unless that scenario is clearly resolved in a constitutionally described manner.
